Enterprise Holdings has long been an advocate for our customers. And we continue to speak up for them and for all consumers on issues that affect them and the car rental and travel industries. As part of this commitment, we’re working to fight discriminatory excise taxes that unfairly target airport and local car rental customers – including car-sharing customers – to fund unrelated programs and projects.

The U.S. Travel Association has recognized Executive Chairman Andrew C. Taylor for his longtime leadership role on this important public policy initiative and for his ongoing efforts on behalf of all car rental customers, regardless of whether they rent for an hour, a day, a week or longer. And the American Car Rental Association (ACRA) has demonstrated that only half of the overall car rental revenue pie comes from airport transactions while the other half comes from local, or “neighborhood” rentals — in other words, local officials’ constituents.

However, in 2018, a five-year reauthorization of the Federal Aviation Administration (FAA) was signed into law. This law – which authorized FAA programs and federal grants for airport infrastructure for the next five years – also included a bi-partisan amendment requiring all new car rental taxes and fees imposed at federally-funded airports to be wholly used for airport purposes.

Supported by ACRA as well as 37 bipartisan groups, the amendment does not supersede the right of state and local governments to continue imposing non-discriminatory taxes such as income, sales, property, and other broad-based taxes and fees. And it “grandfathers” existing discriminatory taxes and fees, such as rental car taxes currently on the books, until the tax is repealed or sunsets. The amendment also preserves current and future airport-related fees that are imposed solely at all airport businesses.

Tolls & Citations

In an ongoing effort to help address outstanding fines for traffic, parking and toll violations by car rental customers, Enterprise Holdings sends out annual reminders as part of the public record and directs government officials to deliver notice of any outstanding tickets and fines to the organization's "shared services" administrative centers in Tulsa and Toronto.

Since 2011, Enterprise Holdings has provided its contact and processing information to more than 7,900 local governments in the United States and Canada to help reduce any backlogs of unpaid tickets. In addition, with more bridges and tunnels turning to cashless pay tollways – many in the Northeast – Enterprise Holdings' brands have worked to put in place several options for customers to avoid unexpected fines.

Peer-to-Peer (P2P)

Many peer-to-peer (P2P) providers have historically and consistently described themselves in their marketing materials and customer-facing public relations strategies as car rental. As a result, Enterprise Holdings is in agreement with the American Car Rental Association that all consumer transactions, including P2P rentals, should be governed in a fair and consistent way. We not only believe in marketplace parity, but also common-sense requirements, such as offering transparent pricing as well as collecting mandatory state and municipal fees on which local governments and jurisdictions rely.

Vehicle Data

The global car rental industry, including Enterprise Holdings, continues to play a significant role in providing accessible and affordable transportation options. However, if steps are not taken to ensure a robust, competitive market, businesses and consumers alike may be detrimentally affected long term.

For example, today’s connected cars, auto manufacturers and suppliers, and the entire ecosystem of mobility service companies could be impacted by policies deciding who has access to, and ultimately controls, vehicle data. In fact, a recent survey found that more than eight in 10 U.S. vehicle owners and lessees believe car owners should have full access to and control of their vehicle's data, including maintenance and repair information.

We believe in drawing attention to some of the potential threats to competition that not only could negatively impact consumers, but also all future mobility-related industries, including autonomous fleets. As a result, Enterprise Holdings has submitted comments on the National Highway Traffic Safety Administration's (NHTSA) Federal Automated Vehicles Policy. Among other things, Enterprise Holdings urged NHTSA to recognize the rental industry and fleet management operators as key stakeholders in the development of state and federal policies.
